Ms Jacinta Muthoni, MBS, OGW, is an Assistant Inspector General of Police (AIG) who has climbed steadily to the top echelons of the National Police Service due to her inborn determination and focus. She is the Director of Reforms at the Kenya Police Service Headquarters-Vigilance House, Nairobi. The no-nonsense Ms Muthoni is the second female Traffic Commandant and the first female Staff Officer of the powerful Department of Personnel at the DCI Headquarters. She is a versatile and all-rounded Police officer with a wealth of experience across several policing disciplines having served in critical leadership positions including as the Deputy PPO at the Coast Province, DCI, Traffic Department, and Tourist Police Unit. The Officer started her illustrious policing career at Machakos Police Station. She was promoted and deployed as a Deputy Officer Commanding a Station, Nkubu and later at Tigania Police Station. She has also served as an Instructor at the then Kenya Police College, Kiganjo. Ms Muthoni is a renowned sleuth having served as a Divisional Criminal Investigations Officer in Nyeri, Machakos, Mbeere, and Muranga. Her bravery and determination led to the crackdown of numerous hardcore criminals and solving complex cases. She also successfully served as a Deputy Officer Commanding Police Division at the Kenya Airport Police Unit. It is while working as an OCPD in Muranga, that her determination and grit were stretched to the fullest in her endeavour to contain the Mungiki menace that was prevalent in the area. She adopted a multi-agency approach and embraced Community Policing Concept to contain the ruthless group. She continuously devised crime-fighting techniques and mounted well planned and meticulously executed security operations. Ms Muthoni worked closely with the current Speaker of the Senate, Hon. Ken Lusaka was the then-District Commissioner in Muranga and he offered immense support. The ace detective successfully served as the Deputy Provincial Police Officer at the Coast region, formerly Coast Province and is credited for rallying key stakeholders in working towards a common front in managing the Mombasa Republican Council (MRC) group that was threatening peace and coexistence at the time. A distinguished scholar, Ms Muthoni earned her Master of Arts degree in Peace, Security and Governance from Africa Nazarene University, and a Bachelor of Arts in Criminology and Penology from Maasai Mara University. She successfully studied for and attained both ‘O’ and ‘A-Level qualifications at Kyeni Girls High School. In her pursuit of more professional knowledge and skills, Ms Muthoni has trained extensively locally and internationally. This includes the Regional Police Commanders Strategic Program at Loresho Police College, Governance and Public Management Course at Jomo Kenyatta University of Agriculture and Technology, Strategic Leadership at the Kenya Institute of Administration, Project Planning and Management at the University of Nairobi and Senior Police Management Course at Kenya School of Government. She is an alumna of the prestigious Bramshil College in the United Kingdom where she undertook the International Commanders Programme and was awarded a Certificate in Policing and Counter-Terrorism, and a Post Graduate Certificate in Criminal Justice and Police Management by Leicester University. The top-notch investigator also attended the Botswana Criminal Investigators Course and trained at the International Law Enforcement Academy in Gaborone, Botswana. Due to her hard work, commitment and devotion to duty, Ms Muthoni was twice conferred the presidential awards in recognition of the efforts she makes to serve her country and others. She holds the Moran of the Order of the Burning Spear (M.B.S.) and the Order of the Grand Warrior of Kenya (O.G.W).
