Busia Land Registrar Arrested for Demanding Bribe

Busia Land Registrar, Collins Aiela Liyayi, was on Tuesday afternoon arrested by the Ethics and Anti-Corruption Commission (EACC) after allegedly demanding and receiving a bribe of Ksh10,000 (USD 77) from a complainant to release a title deed.

According to EACC, the registrar had already processed the title but withheld it, claiming the money was required as “release fees.”

His arrest followed investigations into multiple complaints from Busia residents who accused him of routinely withholding processed titles and demanding bribes before releasing them.

Liyayi was apprehended in an operation mounted by EACC’s Western Regional Office and later escorted to Bungoma, where he was processed at the Commission’s offices before being booked at Bungoma Police Station pending further action.

EACC said the arrest was part of its ongoing crackdown on corruption in public service delivery, particularly in sectors where citizens frequently report cases of bribery.

“This operation underscores our commitment to dismantling bribery networks within public institutions and to safeguarding citizens’ access to quality and timely services. We shall continue to intensify intelligence gathering and surveillance in offices that provide essential services but remain prone to corruption,” the Commission stated.
