East Africa’s National Assemblies Clerks Meet in Juba Ahead of EALA Speakers’ Bureau Conference

The 17th meeting of Clerks of the National Legislatures of East African Community partner states and East African Legislative Assembly (EALA) met on Wednesday in Juba, South Sudan.

The meeting precedes the Bureau of East African Speakers, which is set to be held at the same venue on Thursday.

During the meeting chaired by Mr. Michea Kadebe, who represented the Clerk of the Tanzanian National Assembly, Clerks prepared working documents and an agenda for the Bureau of Speakers’ meeting.

Kenyan National Assembly Deputy Clerk Mr Jeremiah Ndombi represented Clerk Mr Samuel Njoroge. In contrast, Senate Clerk Mr Nyegenye was represented by Dr Johnson Okello, Director of Legal Services.

Among the critical issues on the agenda of the Clerk’s meeting included updates on preparatory arrangements for the Annual Inter-Parliamentary Games to be held in Rwanda in December this year.

The meeting also discussed consideration of the framework for collaboration between EALA and National Legislatures and considered challenges facing the regional body.

“The meeting today was fruitful and has set agenda for the Thursday’s East African Community Speakers’ Bureau Conference,” said M. Ndombi.

The EAC Speakers’ Bureau was established in 2008 with a mandate to set up a functional working relationship between and among the Speakers of five EAC partner states.

This was aimed at enhancing the role of the respective National Legislatures within the EAC integration agenda.

Clerks are technical officers of their respective National Legislatures and, therefore, comprise the technical arm of the Speakers’ Bureau.
