The High Court has temporarily suspended the recruitment of 10,000 police constables as part of the ongoing Police Recruitment process that was scheduled for November 17.
The court’s Justice Bahati Mwamuye issued the conservatory order on Monday, November 10, 2025, stopping the exercise pending the determination of a petition filed by activist Eliud Matindi.
Following the announcement of the exercise by the Inspector General of Police Douglas Kanja, Mutindi rushed to court to challenge the exercise. According to the activist, the National Police Service Commission (NPSC) is constitutionally mandated to handle recruitment into the National Police Service and not the Inspector General of Police, particularly regarding Police Recruitment.
“Pending the inter partes hearing and determination of the petitioner’s application, a conservatory order is hereby issued suspending the Notice of Recruitment of Police Constables/Officers issued on November 4, 2025,” announced Justice Mwamuye.
During the ruling, the petitioner was ordered to serve respondents and interested parties with the application, petition and court orders by November 12.
Justice Mwamuye also issued a stern warning against disobedience to the order saying that anybody found responsible will face penal consequences.
